The US Needs To Muscle In On China's Investments In Africa

On her trip to Africa earlier this month, Secretary of State Hillary Rodham Clinton made the case for US companies as effective commercial partners that can help facilitate broad-based economic growth on the continent. ?The days of having outsiders come and extract the wealth of Africa for themselves, leaving nothing or very little behind, should be over...? Ms. Clinton said in a speech in Senegal.

More than championing US-Africa cooperation, Clinton?s remarks can also be read as a thinly veiled swipe at China. Africa is indeed growing wary of Chinese investment, which presents an opportunity for US businesses. But in order to take advantage of this opportunity, Clinton must ensure that US diplomats become more effective advocates of the US private sector and reinforce the power of America?s brand in Africa.

Africa?s economies are booming, with several countries growing at around 8 percent per year. China has known this for some time, and James Shinn, former US ambassador to Ethiopia and Burkina Faso, says Beijing or Beijing-backed companies have signed 32 bilateral investment agreements, formed trade cooperation zones with six countries, and have made foreign direct investments of over $50 billion. As a result, China recently surpassed the United States as Africa?s largest trading partner.

These trends would seem to pose a significant challenge for the US on the African continent. And yet, all across Africa, a backlash against China is brewing.

Just last month, three separate developments evidence this anti-China mood.

In Ethiopia, the government is in a contractual dispute with Chinese company Petro-Trans after it announced it would revoke the company?s license for oil and gas exploration due to lack of investment. In Senegal, traditional shoemakers are refusing to sell to Chinese buyers for fear that China will knock off its products. And in Mauritius, the government is considering other uses for land it had once promised to Chinese companies to develop a special economic zone, since six years have passed and the Chinese have yet to do anything with the land.

These three flare-ups are merely the ones that became news items. Far more significant is the across-the-board plummeting reputation of the Chinese commercial brand in Africa.

Ask any African ministry official or businessperson his or her views on Chinese companies and you tend to get the same response: horrible quality and broken promises. Africa?s business and government elite aren?t the only ones taking note; the Chinese brand is often the object of ridicule even among average Africans. Photographs of a leaking ceiling in the new African Union headquarters in Addis Ababa, donated and built by Chinese contractors, made the rounds on Facebook last month, with a caption mocking the quality of Chinese construction.

The American brand in Africa, by contrast, continues to be strong. US firms are known to provide the best quality and hire the most local workers. They are considered the least corrupt and the most considerate of the environment. And they are generally believed to complete initiatives on time and abide by their commitments.

But China still enjoys two structural advantages in Africa. First, it still has significant foreign currency reserves that it uses, among other things, to finance the construction of infrastructure projects in Africa. In other words, African countries often do not pay for the shoddy roads and bridges that China builds.

Second, the guidelines that govern how African countries award contracts ? as dictated by international funders like the European Union and the World Bank, as well as African governments themselves ? typically favor the lowest-price bid. This plays right into the hands of Chinese companies.

Competing against China?s cheap financing and low construction costs will require the effort of various US agencies, including the Overseas Private Investment Corporation, the Export-Import Bank, the Commerce Department, and even the White House. But US diplomats can immediately take advantage of China?s reputational issues in Africa to hammer home certain points to their African counterparts.

First and foremost, China?s cheap financing is not as cheap as it seems. Much like the Godfather, who doles out favors but expects bigger favors in return at some later time, the Chinese government is not ashamed to cash in on preferential trade agreements or access to natural resources. In exchange for this access, China will offer infrastructure development.

Similarly, officials throughout East Africa have complained that the Chinese government will often construct small infrastructure projects (like a small highway) pro bono, but later demand that Chinese construction firms be hired for larger infrastructure projects (like a dam) for which China will no longer foot the bill. In these and other ways, China can slowly gain effective control over much of a country?s economy.

As important, the low-cost of Chinese construction is often more than offset by the higher costs of maintenance and repair or lower output, as the case may be. The poor quality of Chinese constructed infrastructure has been well documented in China, Africa, and elsewhere. Some officials in Ethiopia and Kenya have argued that they have to spend more money fixing Chinese-built roads than it would have cost them to build high-quality roads in the first place.

A cheaper Chinese product might seem like a fantastic buy at first, but not when it produces less efficiently than its American-made equivalent, and certainly not when it breaks.

Guidelines for how African countries award contract must reflect these lessons, so US diplomats should lobby to change their structure. A structure that takes account of multiple factors ? not just cost, but also quality, environmental impact, and training of local labor ? would be much better for Africa as well as for US companies.

For the US private sector to succeed in these markets, the US government must conduct effective commercial diplomacy, a concept that Secretary Clinton has been promoting for some time. Across Africa, her Department can now lead the way.

Fulham sign Berbatov from United

Fulham won the race to sign Dimitar Berbatov from Manchester United on Friday after the Bulgarian striker completed his move to Craven Cottage for an undisclosed fee.

Berbatov agreed a two-year contract with the west London team after snubbing interest from a host of clubs across Europe.

The 31-year-old had been a target for Italian sides Juventus and Fiorentina, while United manager Sir Alex Ferguson claimed on Friday that Tottenham were interested in re-signing their former star.

But Berbatov, who angered Fiorentina by deciding not to join them despite agreeing terms with the Serie A outfit, was persuaded to move to Fulham by his former Tottenham manager Martin Jol, who is now in charge at Craven Cottage.

"I'm delighted to have signed for Fulham and I look forward to playing under Martin Jol once again," Berbatov told Fulham's website.

"As soon as I was aware of Fulham's interest my decision to join was an easy one to make.

"I'm impressed with the set up here and the people have made me feel welcome. There is a close and personal feel around the club and I can't wait to get started."

Berbatov, who scored 56 goals in 149 appearances for United after a ?30 million move from Tottenham in 2008, had been keen to leave Old Trafford since falling out of favour with Ferguson last season.

He finished as the Premier League's joint top-scorer in 2011, but his perceived lack of effort never made him a favourite with United fans and he was unable to convince Ferguson of his worth in the latter stages of his spell at Old Traford.

Jol hopes to revive Berbatov's career and he added: "Dimitar is a player I've always admired. He did well for me at Spurs and I'm sure that he will do well here at Fulham.

"He's a player of great quality and technical ability who will give me the attacking option I've been looking for.

"When he's not scoring goals, his ingenuity often leads to chances being created for his team-mates and I'm delighted that we've been able to convince him to come to us, as there was a lot of attention from other clubs."

Two summers ago I read Gretchen Rubin?s NY Times? best-seller The Happiness Project right when I needed it. I was going through a personal rough patch and needed to reset my compass. Although I didn?t embark on monthly happiness projects (honestly, that was never my goal) like Gretchen did and wrote about in her best-selling book, I did make some big changes to my personal and professional life.

Most importantly, I started finding ways to enjoy the life that I had in front of me all along. I was ignoring opportunities for daily pleasure at home and with my family. I was approaching forty years old, but ambition-wise I was still on the treadmill that I jumped on when I was twenty-one and graduated from college.

I needed to reset. I pushed that button HARD.

That summer, my husband and I developed our Family Manifesto. And, I became more involved in the PTA, which is a pleasure since and the other parents are so grateful and appreciative. My workout routine became a priority and I revisited some neglected home projects. Overall, I became more purposeful with my time and cognizant of the opportunity costs of my decisions.

Since then, I have become friends with Gretchen and was fortunate to read a copy of her follow-up book, Happier at Home, which comes out next week, on September 4th.

Again, I found myself nodding along as Gretchen reflects on her monthly adventures and finding myself inspired along the way. Happier at Home isn?t about design or filled with home improvement projects. Instead, Gretchen concentrates on her marriage, parenting, time, body, family, neighborhood, as well as possessions and interior design (but not in the way you would expect!). She undertakes surprisingly fun activities. In fact, I dog-eared some of these pages to bring to life here on Alpha Mom? so stay tuned.

(AP) ? A U.S. judge on Tuesday awarded $21 million to seven people who sued a former prime minister of Somalia now living in Virginia, claiming he tortured and killed his own people more than two decades ago.

The judgment against Mohamed Ali Samantar, 76, of Fairfax comes at the end of an eight-year legal battle that went to the U.S. Supreme Court.

Seven Somali natives filed the lawsuit in 2004 in federal court in Alexandria against Samantar, who served as vice president, defense minister and prime minister throughout the 1980s under dictator Siad Barre, until the months before the regime collapsed in 1991.

The suit claimed Samantar personally ordered the killings and torture of members of the minority Isaaq clan.

Samantar denied the accusations and claimed immunity from the lawsuit. On the day the trial was to begin, he entered a default judgment. While he accepted legal liability for the killings, he denied wrongdoing.

One of the plaintiffs, Aziz Deria of Bellevue, Wash., said Tuesday that the ruling vindicates efforts to hold Samantar accountable.

"The case was never about money," said Deria, who has little expectation of recovering his $3 million share of the judgment against Samantar, who is bankrupt. "This case was about having an opportunity to be in court with Samantar and prove he was in charge of what was happening."

Samantar's lawyer, Joseph Peter Drennan, said he will appeal the ruling. In fact, the case is already on appeal. The 4th U.S. Circuit Court of Appeals is considering whether Samantar was properly denied immunity.

The case, first filed in 2004, has had a tortuous path through the courts. At first, U.S. District Judge Leonie Brinkema dismissed the case, ruling that Samantar enjoyed legal immunity as a former foreign official. But the U.S. Supreme Court rejected that argument. Eventually, the State Department argued in a legal filing that Samantar could not claim immunity because Somalia had no central government that could claim immunity on his behalf.

Brinkema then allowed the case to go to trial. Samantar's lawyer objected, saying the judge was granting excessive deference to the State Department ? Brinkema had said she would have dismissed the case if the agency determined it could harm international relations.

After Samantar defaulted at the outset of the trial in February, the trial proceeded without him.

During the shortened trial, the plaintiffs presented evidence including a 1989 BBC interview in which Samantar acknowledged a leadership role in the bombing of Hargeisa, a city in the northern part of the country. Hargeisa was home to a large Isaaq population and a stronghold of a regional movement to break off from Somalia.

The evidence also included testimony from an army colonel who said he overheard a series of radio communications in which Barre was urging moderation in a bombing campaign, while Samantar advocated a harsher attack.

Several plaintiffs ? some who live in the U.S. like Deria and others who still live in Somalia ? told chilling stories of narrowly escaping summary execution, suffering beatings and spending years in solitary confinement in jail. Deria sued on behalf of his brother and father, who were killed.

The San Francisco-based Center for Justice and Accountability, which represented the plaintiffs, said Brinkema's ruling is the first anywhere in the world to hold a leader in the Barre regime responsible for the crimes it perpetrated.

"This is a remarkable result for our clients, who faced down one of the most powerful men in their country's history and forced him to concede liability for his crimes," said Steven Schulman, one of the plaintiffs' lawyers.

But Drennan said Samantar continues to deny wrongdoing, and believes that efforts to hash out these claims in a U.S. court are counterproductive to the efforts to promote reconciliation and a cohesive national government in Somalia.

The lawsuit "needs to be seen for what it is ? politics and clan warfare in the courtroom," Drennan said.

Deria, on the other hand, said holding Samantar formally accountable for atrocities in Somalia's civil war is the best way for Somalia to move forward. He said that clan retribution can be set aside when people can be assured of justice through the legal system and that he hopes the case can highlight to the Somali people that justice is attainable.

"This is the civilized way of dealing with criminals," he said.

Culinary Walking Tours in Belgium: Bruges, Gent and Antwerp | The ...

Starting this Saturday, Therese, her mother Eileen and I will be visiting three of Belgium?s most popular destinations: Bruges, Gent and Antwerp.? In the course of planning, I considered a culinary walking tour in one or more of the cities.? Below is a summary of what I found out.

There are three websites that offer culinary walking tours, with some overlap between the three: Q-rius, Perfect Plus Event Productions and Vizit.? They seem to favor group tours (10 or more people) over individual ones, although there are a couple tours that accommodate individuals.? The tours may be grouped into three categories: ones that offer lunch or dinner, beer tours, and snack/delicacy tours.

Lunch/dinner:? In Bruges, you can do a 3 course lunch where you travel from course to course, either on foot, by bike or by horse tram.? The tours last from 3 to 4-1/2 hours, and cost from ? 40 to ? 80 per person, assuming a minimum of 10 participants.? If you have less than 10 people in your group, you have to pay extra.? There is also a 3-course dinner tour, but only on foot.

Gent also has both a lunch and dinner tour on foot.? For a twist, there is a dinner tour by boat.? They run from three to four hours in length and cost ? 45 to ? 75/person on foot, ? 65 to ? 80 by boat (minimum of 10 people in both cases).

Antwerp?s lunch and dinner tours are only on foot.? Lunch is 3-1/2 to four hours long and costs ? 40, and dinner is 3 or 4 hours and costs from ? 45 to ? 75/person (minimum of 10).

Again, in all cases, if you have a group smaller than 10 people, you will pay to make up the difference, from 15 to 20 Euros for each person less than 10.? So for us, if we were to book any of these meals, we would pay at least an additional 15 or 20 Euros for each of us, possibly much more, making the whole venture prohibitively expensive.? Therefore, none of these options work for us, unfortunately.

Beer.? Q-rius has a tour in Bruges called ?Typical Bars and Tough Tales? for just ? 15/person where you visit two pubs and get a drink at each, but again it is for groups (in this case, a minimum of 12).

In Gent, there are culinary beer walks with Vizit where the ? 45 to ? 60 cost per person covers a beer tasting at the start and a full beer at the end, but you have to pay for whatever other beer you drink.? It also includes a main course and a drink at lunch.? You can make the beer walk competitive if you have a large group, where the guide will break the group into smaller groups and quiz the various groups.? The competitive walk includes more food ? appetizers to start and dessert at the end ? rather than the beer tasting, and costs ? 55/person.

Antwerp doesn?t have beer walks per se, but Vizit does have competitive culinary walks there that may include a pub.? These are similar in price to the competitive walk in Gent.

Once again, since all these walks are for a group of a minimum of 10 people, they won?t work for us.

Snacks/delicacies.? Q-rius has a tour called ?Sweet Bruges? where for ? 12 to ? 18 per person you can spend 2 to 3 hours exploring the city?s chocolate shops.? There is also a more extensive walk that includes a visit to the chocolate museum and a chocolate-themed lunch as well as the chocolate shop visits for ? 60/person (minimum of 12 people for both).

Vizit has tours in both Gent and Antwerp that take you to 3 or 4 local shops where you taste delicacies like chocolate, cheese and meats.? You pay ? 80 to ? 120 for a guide and then ? 5 or ? 6/person for the delicacies.? These tours are offered every day of the week.

These snacks tours are also offered to individuals on Saturdays from 3:30 to 5:30 in both Gent and Antwerp, for just ? 12/person.? Since we are going to be in Antwerp on a Saturday, this is the one walking tour option that seemed like it might work for us.

As a result, I inquired further.? Specifically, I was wondering if, among the snacks offered, there would be anything for me to eat.? So I emailed Vizit and asked.? Here is their response:

?There are 4 stops in 4 shops:

1) A bakery, for rye bread with raisins. I?m afraid it contains butter, though not very much

2) A sweet shop, for a butter cookie and a praline. Both of them contain butter. Maybe we could ask for a praline made of nothing but dark chocolate, if that?s okay with you?

3) A butcher, for charcuterie (a kind of ham)

4) A caf? for a kind of beer or a kind of gin (?elixir d?Anvers?)?

So, it looks like if we booked this tour, all I might get out of it is a bit of ham and a beer.? Nevertheless, if it is something Therese and Eileen would enjoy, I would do it.? I considered further.

We are just going to be in Antwerp for 2 days, and I?ve never been there before. ?Therese was there a long time ago, and Eileen may have been there before ? but again, that would have been a long time ago.? So in effect, our time in Antwerp is something fresh for all of us.? Would it serve us to take at least 2 hours out of our limited time to visit a few specialty food shops, or would we rather spend it in churches and museums we?ve never seen?? My judgment, confirmed in consultation with Therese, was the latter.

So, there will be no culinary walking tour for us in Belgium.? Not that I have any regrets about that ? we are going to have a blast, I have no doubt.? And drinking good Belgian beer, eating frites and mussels, and maybe sampling some rich Belgian desserts ? in short, enjoying Belgium?s culinary excellence ? will contribute greatly to our enjoyment of our trip, I am sure.

The Nervous Breakdown of the GOP

Martin Amis looks at the 2012 presidential election and sees a Republican Party powered by money and a far-right agenda. And the British author predicts that the Mitt Romney-Paul Ryan ticket will ultimately fail, because the GOP is now so conservative that Ronald Reagan would be an outcast in the party.

Now living in Brooklyn, Amis is watching the campaign closely. He tells Slate?s Jacob Weisberg that he sees a ?disastrous lack of empathy? in Mitt Romney, and he thinks Americans ought to be leery of Romney?s Mormon faith, too.

Ahead of the annual monetary policy gabfest at Jackson Hole retreat in Wyoming, members of the Board of Governors of the Federal Reserve have been quietly hinting that another round of stimulus or ?quantitative easing? (inflationary money printing) may be on the horizon.

Speculation that the Fed will again act and questions about its continued near-zero interest rate policy and what long-term effects a new round of quantitative easing will have on the U.S. economy have created some volatility in markets. But one area where volatility has been remarkably low (not surprisingly given historical evidence) is precious metals.

Over the next 18 months, most analysts expect gold prices to fluctuate little between $1,750 and $1,800 with a high side of $2,000. As the European Union continues to falter and talk of the U.S. economic cliff becomes louder and more constant, precious metal prices can only improve. Silver should stick it out in the mid $30s per ounce range over the 18-month period, but economic uncertainty has the potential to push the lesser precious metal to unchartered highs, according to some market watchers.

While investing in physical gold and silver is a good idea in the eyes of most well-prepared investors, it is also a good time to reap benefits from investments in precious metal-mining operations.

Over the past four weeks, gold and silver shares have outperformed Standard & Poor?s 500 index with gold up by about 3.3 percent and silver 9.1 percent. Analysts expect further upward mobility.

(AP) ? Mitt Romney's Republican National Convention sputters to life Monday with the lonely banging of a gavel in a mostly empty hall, then hits full speed on Tuesday, just as forecasters say Tropical Storm Isaac could reach hurricane strength and make landfall somewhere along a stretch from New Orleans to the Florida Panhandle.

"Our sons are already in Tampa and they say it's terrific there, a lot of great friends. And we're looking forward to a great convention," Romney said as he rehearsed his convention speech at a New Hampshire high school auditorium. He suggested there were no thoughts of canceling the gathering.

Romney said he hopes those in the storm's path are "spared any major destruction." Looking ahead, the former Massachusetts governor signaled that he and his wife Ann are close to finalizing their speeches.

Party Chairman Reince Priebus, for his part, insisted the GOP can "have a great week" despite the storm bearing down on the Gulf Coast.

But Sally Bradshaw, a Florida Republican and longtime senior aide to former Florida Gov. Jeb Bush, was not so sanguine. "It's a mess all around and it's fraught with risk," she said. "It's not good for anybody ? particularly the people impacted by the storm."

It was hardly the opening splash that convention planners had hoped for, and risked the juxtaposition of Republicans partying as the storm heads toward the gulf ? almost exactly seven years after Hurricane Katrina devastated New Orleans.

"Obviously we want to pray for anyone that's in the pathway of this storm," Priebus said Monday on NBC's "Today" show, "but the message is still the same: that all Americans deserve a better future and that this president ... didn't keep the promises he made in 2008."

The party hastily rewrote the convention script to present the extravaganza's prime rituals and headline speakers later in the week, and further changes were possible. Convention planners said Monday's speakers would be worked into the schedule later in the week.

"We're going to continue with our Tuesday, Wednesday, Thursday schedule," said Russ Schriefer, the chief convention planner.

Vice presidential candidate Paul Ryan decided to head to Florida on Tuesday, a day later than expected. He was in his hometown of Janesville, Wis., on Monday to speak to students at his former high school.

The storm was a complication, at best, for a party determined to cast the close election as a referendum on President Barack Obama's economic stewardship and Romney as the best hope for jobs and prosperity.

The concern was two-fold: that Tampa, hosting thousands of GOP delegates, would get sideswiped by the storm; and that it would be unseemly to engage in days of political celebration if Isaac made a destructive landfall anywhere on U.S. soil.

"You can tone down the happy-days-are-here-again a bit," said Rich Galen, a veteran Republican consultant in Washington. "Maybe you don't have the biggest balloon drop in history."

In Washington, aides said Obama was being updated at the White House on the storm. He was still planning his two-day campaign trip to Iowa, Colorado and Virginia, beginning Tuesday morning.

For all the weather concerns, a mix of partly sunny skies, fast-moving clouds and occasional rain covered Tampa at midmorning Monday as the outer bands of the tropical storm delivered unsettled conditions.

Traffic was light as streets around the arena were blocked off and security patrolled the area.

Republicans hoped another distracting tempest would blow over, too, concerning abortion. The Obama campaign and its allies have doubled down in efforts to exploit remarks more than a week ago by Rep. Todd Akin, the GOP's candidate for a Senate seat from Missouri, that a woman's body has a way of preventing pregnancy in the case of a "legitimate rape." The claim is unsupported by medical evidence. The congressman quickly apologized but resisted Romney's pressure to drop out of the race.

Romney, in a Fox interview, said in comments broadcast Sunday that the fallout over Akin's remarks "hurts our party and I think is damaging to women," adding: "It really is sad, isn't it? With all the issues that America faces, for the Obama campaign to continue to stoop to such a low level."

Under the reworked convention schedule, organizers planned a pro forma opening Monday afternoon, lasting just 10 minutes. Priebus was to gavel the convention to order, then immediately recess. Few delegates were expected to attend. In the only bit of convention-hall theater, a debt clock was to be set in motion, to tally the nation's red ink during the convention.

Speakers who had been scheduled for Monday were to start making the case against Obama, under the day's theme, "we can do better." That theme now will be threaded through the following three days, Schriefer said. "Even though the days will be abbreviated, I absolutely believe we'll be able to get our message out."

The roll call of state delegations affirming Romney as the party's nominee now is to unfold Tuesday, an evening capped by speeches from Ann Romney and an assortment of GOP governors. Ryan gets the prime-time spotlight Wednesday, and Romney closes out the spectacle Thursday night, his springboard into the final leg of the contest. That's all if the storm brings no further complications.

So far, many delegates were taking the shakeup in stride. "People are pretty resilient, and people knew going in that there were some weather issues," said Pat Shortridge, the Minnesota state GOP chairman, from Lino Lakes, Minn. "I don't think it's dampened enthusiasm."

Louisiana Gov. Bobby Jindal hadn't officially canceled his plans to speak at the convention, but said he won't leave Louisiana "as long as we're in harm's way."

Weather was recognized as potential trouble when Republicans chose to hold their convention in politically vital Florida during hurricane season, a decision made well before Romney locked up the nomination. And it's clear that memories of Hurricane Katrina, and the failure of a Republican administration to respond effectively to its Gulf Coast devastation in 2005, are hanging over Tampa now. Republicans have been so sensitive to the political risks from natural disasters that they delayed the start of their national convention by a day in 2008, when Hurricane Gustav bore down on the Gulf, far from their meeting in Minnesota.

Polls find a tight race, and it's one that is likely to be settled in a small number of battleground states.

An estimated $500 million has been spent on television commercials so far by the two candidates, their parties and supporting outside groups, nearly all of it in Florida, North Carolina, Virginia, New Hampshire, Ohio, Iowa, Colorado and Nevada. Those states account for 100 electoral votes out of the 270 needed to win the White House. Republicans hope to expand the electoral map to include Pennsylvania, Michigan, perhaps Ryan's Wisconsin and even Minnesota, states with 68 electoral votes combined.

All four are usually reliably Democratic in presidential campaigns. Yet Romney has a financial advantage over the president, according to the most recent fundraising reports, and a move by the Republicans into any of them could force Obama to dip into his own campaign treasury in regions he has considered relatively safe.

Republican office-holders past and present said the economy is the key if Romney is to expand his appeal to women and Hispanic voters.

"We have to point out that the unemployment rate among young women is now 16 percent, that the unemployment rate among Hispanics is very high, that jobs and the economy are more important, perhaps, than maybe other issues," said Arizona Sen. John McCain, who lost to Obama in 2008.

Bush agreed, saying that Romney "can make inroads if he focuses on how do we create a climate of job creation and economic growth." If he succeeds, "I think people will move back towards the Republican side," the former Florida governor added.

Obama leads Romney among female voters and by an overwhelming margin among Hispanics, but trails substantially among men.

The world's Arctic ice?cap has shrunk to a new low, surpassing a record set only five years ago, and is expected to keep retreating for a few more weeks, according to U.S. data released on Monday.

The Arctic sea ice?fell to 1.58 million square miles, or 4.10 million square kilometers, down 27,000 square miles from 2007, the lowest since satellites began measuring the ice?in 1979, according to the?U.S. National Snow and Ice?Data Center.

"It's a little surprising to see the 2012 Arctic sea ice?extent in August dip below the record low 2007 sea ice?extent in September," said?Walt Meier, a scientist with the data center.

"It's likely we are going to surpass the record decline by a fair amount this year by the time all is said and done."

The ice?is expected to dwindle until mid- to late-September when the summer melting usually ends, according to the center.

Shrinking of the Arctic?ices alarms scientists and environmentalists because the Arctic?acts as the world's air conditioner, helping to moderate the globe's climate.

As parts of the Arctic?melted, this year has been marked by record heat in much of the Northern Hemisphere, especially across the continental?United States?which has been ravaged by drought.

Most scientists blame global warming for the retreat of the Arctic ice?and there is concern that the growing amounts of open water means the Arctic?will not be as effective moderating the planet's climate.

"These preliminary figures provide irrefutable evidence that greenhouse gas emissions leading to global warming are damaging one of the planet's critical environments, one that helps maintain the stability of the global climate for every citizen of the world," said?Kumi Naidoo, executive director of?Greenpeace.

Afghan officials: Insurgents behead 17 civilians

KANDAHAR, Afghanistan (AP) ? Afghan officials say Taliban insurgents have beheaded 17 Afghan civilians for taking part in a music event in a Taliban-controlled area of southern Afghanistan.

The Interior Ministry says the attack happened Sunday in Helmand province and that gunfire was also involved.

Helmand provincial government spokesman Daoud Ahmadi says the attack happened in Musa Qala district. Ahmadi says all of the victims had their heads chopped off. He says it was not clear if they were shot first.

The Musa Qala government chief says the people had gathered for a celebration and were playing music and dancing and the insurgents wanted to stop the event. Neyamatullah Khan says the area where the slaughter took place is completely in Taliban control and so he does not have more details yet.

Canada expands recall of Sliced Crimini Mushrooms

The Canadian Food Inspection Agency (CFIA) has expanded the recall of Sliced Crimini Mushrooms produced by Champ's Mushrooms to include additional products. The products are being recalled as they may be contaminated with Listeria monocytogenes.

The latest recall affects Champ's Mushrooms brand Sliced White Mushrooms, Product of Canada, is sold in 227 g (8 oz.) packages. The package bears the UPC 0 33383 67600 5 and the packed on date written as, "PO 10AUG2012" or PO 11AUG2012.

The earlier recalls affected products bearing the UPC 6 78286 88877 5 and the 'packed on' date written as, PO 10AUG2012.

This product has been distributed in British Columbia. There have been no reported illnesses associated with the consumption of this product.

The manufacturer, Champ's Mushrooms, based in Aldergrove, British Columbia, is voluntarily recalling the affected product from the marketplace, while the CFIA is monitoring the effectiveness of the recall.

Consumption of food contaminated with Listeria monocytogenes may cause listeriosis, a foodborne illness, which can lead to high fever, severe headache, neck stiffness and nausea. Pregnant women, the elderly and people with weakened immune systems are particularly at risk of this illness.

Cricket-Pujara, Dhoni consolidate India's position

HYDERABAD, India Aug 24 (Reuters) - Cheteshwar Pujara remained on course for his maiden double hundred as India enjoyed a trouble-free morning session to reach 371 for five at second day's lunch in the opening test against New Zealand on Friday.

Resuming on 307 for five, Pujara (151 not out) and India captain Mahendra Singh Dhoni (61) added 64 runs in 21 overs in the session which started 25 minutes late in anticipation of rain.

The duo have added 111 runs for the unbroken sixth wicket to put the hosts in the box seat after they won the toss and opted to bat.

Batting in the number three spot vacated by the recently-retired Rahul Dravid, the 24-year-old Pujara continued to display a cool temperament in his fourth test match and his first since January 2011.

The New Zealand bowlers managed to swing the ball under overcast conditions and kept India's scoring rate under check but failed to get the crucial breakthrough.

Seamer Doug Bracewell found the edge of Dhoni's bat in his first over but the ball did not carry.

WASHINGTON PARK, Ill. (AP) ? An Illinois police chief says a Missouri teen who was held captive in a house for more than three years went there voluntarily but was not allowed to leave when she wanted to go home.

Washington Park Police Chief David Clark said Friday that the 19-year-old woman bolted from the home on Monday. Police arrested the man she accused of holding her captive and his mother Thursday in a raid on the house. They also rescued the teen's 2-year-old son.

No charges had been filed as of Friday.

Police in St. Louis listed the teen as a missing or runaway juvenile in April 2009.

The teenager told police her captor routinely beat and sexually assaulted her, resulting in her son.

Clark says the teenager met her alleged captor socially.

Tiny LunarCubes Could Explore Moon on the Cheap

Ultra-small and lightweight satellites, called CubeSats, have demonstrated their agility over the years to carry out space research in low-Earth orbit, typically using commercial off-the-shelf electronics.

A move is on to consider using these miniaturized spacecraft to further moon exploration ? a new class of CubeSat dubbed LunarCubes.

When CubeSats emerged onto the scene, and ideas began to materialize about their uses in Earth orbit, the prevailing thought was ?that?s impossible, you?ll never do it,? said Russell Cox, director of research for Flexure Engineering in Greenbelt, Md.

Now that scads of CubeSat missions have been flown or are on the books, the idea of these diminutive spacecraft heading for the moon has taken off, Cox said. [20 Most Marvelous Moon Missions]

More questions than answers

Robotic spacecraft launched by multiple nations, Cox said, have found the moon to be a much more dynamic and complex place than anyone expected. These missions, he said, have generated more questions than answers ? so there are many scientific problems where one good, simple measurement could dramatically improve our understanding.

"Lots of people are going to the moon. It?s not all that hard to get there," Cox said. "And every single mission in the last five years has found startlingly new information. There are lots and lots of things to think about."

Several things are happening that can advance a LunarCubes program into being.

First, there are numbers of boosters already outfitted to deploy CubeSats into Earth orbit. Second, every geosynchronous Earth orbit (GEO) satellite placement is a potential lunar mission starting point. Also toss in the advent of weak stability boundary transfer orbits from GEO to lunar orbit.

And last, there?s the Google Lunar X Prize ? the $30 million competition for the first privately funded team to send a robot to the moon. Dirt cheap

"Many people are completely unaware that this capacity is becoming available," Cox said. A trio of science briefings on LunarCubes will be staged between October and April of next year, he added, to provide a thorough introduction to the topic and to start building bridges between science and technical communities.

What?s required for a CubeSat to operate in the deep space environment?

The jump from CubeSats lingering in low-Earth orbit to working in deep space, Cox said, means longer duration missions, taking on higher doses of radiation, and experiencing a more extreme thermal environment.

These are solvable, Cox said. ?It?s harder, but it is definitely not impossible. The technology is very much there. You don?t have to invent new technology to make this work.?

But it also means an increase in price to build and test a CubeSat capable of going the lunar distance. The dollar leap would be from an Earth-oriented CubeSat costing a few hundred thousand dollars to a moon-bound version requiring a cash outlay of a few million dollars, Cox said. Still, that?s dirt cheap, he said, in contrast to any lunar mission that has an out-the-front-door price tag of hundreds of millions of dollars.

In a (lunar) swirl

One early proposal for a CubeSat mission to the moon is being spearheaded by researchers at the University of California, Santa Cruz, and the University of California, Berkeley, with an assist from NASA?s Ames Research Center.

This mission would use a mothership to release several CubeSat probes on impact trajectories into the heart of lunar swirls and measure the magnetic field, solar wind flux and dust flux, until the moment of impact.

Lunar swirls are one of the most enigmatic geologic features on the moon. They appear as curlicues of pale moon dust, twisting and turning across the lunar surface in some locations. Understanding their formation has implications for space weathering, lunar surface water phenomena and the history of the lunar dynamo.

Viewed as ideal for this task is the National Science Foundation-funded CubeSat for Ions, Neutrals, Electrons & MAgnetic fields, or CINEMA for short. It was built by UC Berkeley and South Korea?s Kyung Hee University.

CINEMA is one of 11 CubeSats bound for Earth orbit on an Atlas V rocket that carries a hush-hush National Reconnaissance Office primary payload, now scheduled for a September takeoff from Vandenberg Air Force Base in California.

Creative and low-cost ideas

The CINEMA CubeSat is adaptable to conduct some first-of-a-kind science at lunar swirls, for very low cost, said Ian Garrick-Bethell, assistant professor at the Department of Earth and Planetary Sciences at the University of California, Santa Cruz. Such a mission would also showcase the first use of CubeSats beyond low- Earth orbit.

?The strength of the magnetic field and the solar wind flux at the surface of these unique features are key science questions we could answer with a CINEMA-like impactor that measures and transmits this information in the last milliseconds before impact,? Garrick-Bethell said. ?All we need is a ride to the moon, or a CubeSat propulsion system that can get us there on our own,? he told SPACE.com.

?I think that once we demonstrate the ability to operate CubeSats in a planetary environment, a wide range of creative and low-cost ideas will start to emerge, potentially opening up planetary exploration to a wider number of participants,? Garrick-Bethell said.

Next generation lunar explorers

?I think lunar CubeSats have much potential,? said Jack Burns, director of the NASA Lunar Science Institute?s Lunar University Network for Astrophysics Research (LUNAR) Center at the University of Colorado, Boulder.

Small satellites with single instruments targeted for specific goals, say, a neutron spectrometer to search for hydrogen in craters near the lunar poles, Burns told SPACE.com, are potentially more cost-effective, scientifically valuable and, most important, can be led by student teams with faculty supervision.?

?This will enhance our pipeline of next generation lunar scientists and engineers. Such CubeSats may be the way in which we might continue to scientifically explore the moon in the era of tight budgets,? Burns said. ?With new rockets under development that can travel to the moon ? like the SpaceX Falcon 9 and NASA?s Space Launch System ? and carry CubeSats as secondary payloads, there may also be numerous opportunities to deploy such small instruments in the next decade,? he said.

Surface science

Still in a wait-and-see mode is Clive Neal, a leading lunar explorer at the University of Notre Dame?s Department of Civil Engineering and Geological Sciences in Indiana.

?In order to take the next leap in lunar understanding, we need to get to the surface?I am not sure CubeSats can do that,? Neal said.

There are a few orbital datasets that could still profit lunar science and human exploration, Neal added, such as long-term monitoring of the radiation environment over a number of years, establishment of a communications/surface navigation network, and studying moon-magnetotail interactions.

But Flexure Engineering?s Cox said the Google Lunar X Prize landers could offer LunarCubes a ride down to the moon?s surface. He envisioned using a mortar to lob the small spacecraft from a lunar lander.

?You could also bolt them to the deck of a lander so they could look up into the sky or down at the surface ? or you could drop them onto the surface. Just understanding how the exhaust plume from the lander interacted with the soil is an interesting science and engineering question,? Cox said. A deployed rover could also haul several LunarCubes to be scattered away from the exhaust plume onto a pristine lunar site, he said.

?There are a bunch of raw science questions,? Cox said, ?and likely plenty of interesting physics going on. There?s a lot of one-off science questions to be explored,? he concluded.
